As deputy commissioner, Dr. Osborne is responsible for regulation of insurance products in North Carolina. She is also working closely with Federal regulators on ACA related issues and Federal legislators on state specific issues concerning the GOP's AHCA bill. Dr. Osborne was a professor of insurance studies at Campbell University. She was a Sales Manager at Erie Insurance Group.

Dr. Osborne is a graduate of Campbell University with a Master of Business Administration (MBA) and George Fox University with a Doctor of Business Administration and Management, Business Administration and Management.

Jim started in the health insurance business in 1973. He has experience across many disciplines in group health insurance and employee benefits.

From 1973 through 1986, he worked at two major insurance companies and two international insurance brokerage firms. He joined a third-party administration firm in 1986 and grew it into one of the largest general agencies in the northeast. In 2010, he sold his company to BenefitMall where he served for two years as director of business development in New Jersey.

He and his wife Marilyn reside in southwest Florida where they dedicate their efforts to helping health insurance brokers develop their leadership, practice management, strategic planning and marketing techniques.

Alan Katz speaks and writes nationally on health care reform, technology, sales and marketing, and business planning. He is author of the award winning Alan Katz Blog and of Trailblazed: Proven Paths to Sales Success, which provides insights on the practices, processes and perspectives that separate high-growth professional producers from others.

Alan is a co-founder of Take 44, the developer of NextAgency, a data management platform helping brokers more efficiently sell and service their clients while helping to inoculate their agencies against high-tech disruptors. Alan is also co-founder of Insurgency Benefits which offers The Protect Plans, a safe and simple, fixed-cost self-funded medical plan with Refund Assisters through general agents nationwide.

Alan is currently president of the National Association of Health Underwriter's Education Foundation. He is a past president of the California and the National Associations of Health Underwriters and a recipient of NAHU's highest honor, the Harold R. Gordon Memorial Award, as Health Insurance Person of the Year.

Marcy M. Buckner is the Vice President of Government Affairs with the National Association of Health Underwriters (NAHU). NAHU represents more than 100,000 health insurance agents, brokers and consultants involved in the sale and service of health, long-term care, disability, Medicare Advantage, Medicare Supplement, and a variety of consumer-driven insurance products.

In this role, Marcy manages the association's state government affairs team, including the monitoring of activities of all state legislatures, insurance departments, and intergovernmental organizations to coordinate efforts to advance the interests of professional health insurance producers. Most recently her efforts have included the adoption of consumer protection legislation to regulate navigator entities in federally facilitated marketplace states, aiding state departments of insurance to apply for composite rating waivers from HHS, and assisting CMS in the development of the SHOP Early Access pilot program implemented this fall. As CEO, Garland is responsible for health plan operations which represents approximately 1.3 million covered lives and over $600 million of medical spend in the region. As its Chief Executive Officer, Garland is also charged with leading the health plans to successfully deliver affordable, quality health care programs to employers and members, which provide broad access to physicians and usable member tools to improve the overall health and well-being of the population served.

Garland joined UnitedHealthcare as Chief Executive Officer with UnitedHealthcare of the Carolinas and Georgia. Prior to that, he was with John Deere Health for 14 years as the Chief Executive Officer of Iowa and Illinois. John Deere was acquired by UnitedHealthcare in 2005. Garland has over 25 years of experience working in the health care and insurance industries. In his leadership positions, Garland has worked with notable clients including Eastman Kodak, Citigroup, Kroger, Bridgestone/Firestone, John Deere, General Shale, VF Corporation, as well as key public and government clients, including the State of Tennessee, the State of Iowa, the City of Memphis, and the City of Little Rock, the State of North Carolina, City of Greensboro, and Guilford County, NC. Garland has been involved in expanding and managing programs that provide insurance options that increased coverage and access for children like TennCare (Tennessee) and CHIP (Child Insurance Program) in Iowa, and seniors as he was involved in large expansions of Medicare Advantage offerings in Iowa, Illinois, Tennessee and Virginia.

He holds a BS and MBA in Economics and Finance from East Tennessee State University. He is married with 4 children. Garland currently serves on the Board of Directors of Greensboro Partnership, YMCA of Greensboro, Salvation Army, North Carolina Chamber of Commerce, and North Carolina Prevention Partners. Garland also served on a Health Benefit Exchange implementation group sponsored by the North Carolina Department of Insurance, and is a member of the 2010-2011 class of Leadership North Carolina.

Mr. Watson began his Blue Cross career in January 1993 with Blue Cross of Western Pennsylvania (High Mark Blue Cross Blue Shield) as a Claims Coder, then moved into a dedicated customer service role where he was a representative for large multi-state clients. He then moved to North Carolina in August of 1995 and became part of the sales organization, functioning in capacities ranging from Account Service Representative to Sales Director.

In his current role, Roy leads the sales and retention efforts for small business (1-50), individual customers, and federal segment customers for all 100 counties BCBSNC serves. He provides strategic leadership and direction for the sales team, stressing the importance of continued development and maintenance of key relationships in the community. Dr. West is a board certified OB/GYN and graduate of Jefferson Medical College. He founded First MSA (later First HSA) in 1999 as one of the first companies of its kind. First HSA was acquired by HealthEquity in 2011.

Dr. West has been actively involved in the Consumer Directed Healthcare (CDH) industry. He is a member of the HSA Coalition, the AHIP HSA Council, the American Bankers Association HSA Council and many other committees and councils.

He has participated in town hall meetings with former President George W. Bush and continues to work with members of Congress and other regulatory agencies on CDH products, rules and regulations. Dr. West is Senior Vice President of Business Development for HealthEquity.
